Matthew E. Hurff, a partner with the firm since 2015, received his undergraduate degree from McDaniel College, and his law degree from the University of Baltimore. While at the University of Baltimore, Mr. Hurff participated in the Robert F. Wagner Labor and Employment Law Moot Court Competition and in the Family Law Clinic.

Elissa K. Halloran, an associate with the firm since 2011, received her undergraduate degree from Towson University in 2001 and her law degree from The University of Baltimore in 2005.  Prior to working with the firm, Ms. Halloran worked in Carroll County representing clients in family law matters and criminal matters, and in Anne Arundel County representing victims of domestic violence.

Jeffrey N. Burger has been an associate with the firm since April 2012. After graduating from the University of Maryland, College Park and the University of Baltimore, School of Law, Jeff began his professional career as a law clerk for the Honorable John F. Fader, Chief Judge, in the Circuit Court for Baltimore County. Jeff’s primary practice includes representing the Harford County Department of Social Services and criminal defense.
